Pennsylvania... More Corruption... Judge Makes 'Back Room Deals' - Demands Sexual Favors From Two Women Before Ruling!

Pittsburgh, PA - An experienced judge in Pennsylvania is charged with trying to exchange sexual favors for positive verdicts. Ross Cioppa, 70, was released on $10,000 bail Thursday after being charged with two counts of bribery, two counts of indecent assault, and two counts of official oppression. ~ (See links about corrupt judges in Pa and across the nation.)

The judge is said to have made inappropriate sexual advances to two women whose civil housing cases he was hearing in his courtroom.

The first incident happened in 2009, when the judge brought a woman into his official chambers before ruling on her eviction case.

Grand jury records say that he asked the woman to kiss him and massage his genitals. When she refused, he said that no one would believe her if she were to tell 'becaise [he's] a judge and [he's] well-known out there'.

The woman later acquiesed to allowing Cioppa to take photographs of her, on the condition that he would allow her to stay in her apartment.

She allowed him to take the photos - though it is unsaid how clothed she was at the time- and he ruled in her favour.

The second case happened in November 2009, when he made advances toward another woman who was asking him about her case involving a disagreement between she and her landlord. She denied his advances and then he later approached her in the parking lot, where he had blocked her car and prevented her from leaving.

He asked her out on a date and gave her his business card. She never called him, and he ruled against her case.

The woman later appealed and won.

'This is dealing with the integrity of the justice system,' said District Attorney Stephen A. Zappala Jr.

'The victims are some of the most vulnerable people in the community,' Mr Zappalla said.

The charges against Cioppa come as he planned to retire after 12 years on the job.

Cioppa's lawyers wouldn't address the specific cases because they claimed that they hadn't reviewed them, but one did say that there had been no inappropriate sexual misconduct.

'We look forward to putting this behind the judge,' his lawyer Phil DiLucente said.

'This is someone who has served his community for two decades,' Mr DiLucente continued.
