They already do. It's just not public yet. They have a list of people that they consider "terrorists", and a sub section for each such as "Potential Bombers", "Known Bombers", etc, as well as the "Theorists" (AKA The ones who know the real truth). The government is responsible for creating a definition of "theorist" to make those who know the truth sound like crazy and weird people to the ignorant and uninformed. Those weren't exact sub section names, but examples of what they may call it.
